Because one user (Picardy) has taken on the challenge of hand-drawing and coloring all 188 breeds. The default photos were used for years on here before the nice pictures took their place. It'll probably be some time before all are completed.

If you don't like those default photos, you can upgrade and upload your own photos to your own dogs.
