does any one know if a dog or bitch from a brown parent that is not brown has a higher chance producing brown or is it same as ones with out it in back ground

Brown is dominant in your breed. That means one parent MUST be brown to produce brown pups. And non-brown dogs do not have any brown genes at all, regardless of parentage.

It's the same. Yellow is a recessive trait. That means any yellow Portuguese Pointer is going to be homogeneous for yellow and is not going to have any gene for brown.
