It's a fee for people who use more than 4 handlers in a show.

It's to discourage people from handler hogging and this was a big problem in some breeds at one point. Some one would enter a show and pick the best handler for the dog they were showing, then they would enter a bunch of other dogs to take up the next best few handlers so others couldn't pick them and either then drop out those dogs just before the show ran if they were current quality dog or they would use dogs of such low quality they wouldn't be a threat to there own dog, so that there dog would have a bigger advantage over other players.

Here is the help page on it

Thanks for the help. Whenever I choose handlers the top ones always seem to be already booked anyway

Did you know?
A specialty show is a dog show which reviews a single breed, unlike other dog shows, particularly conformation shows, which are generally referred to as "all-breed" because they are open to all breeds recognized by the sponsoring kennel club.
