Can you breed two dogs with the exact same sop and get improvement? Should there be enough difference in the sops?

Yes, two equal SOPs can yield superior offspring. Happens all the time!

Remember, SOP is just a user-created evaluation aid, is not used by the game and is not a guarantee of show placement. Look at the individual trait numbers.

And yes, two identical SOPs can produce higher or lower SOPs. Identical trait values can and do produce higher and lower values for that trait in the offspring - one trait goes up, another goes down. A 9.7 and a 9.8 might produce a 10.0!
