why isn't it possible to mix too breeds together

This is a game for showing dogs. You wouldn’t be able to show a mixed breed dog at a conformation show in real life, so you can’t do it in the game either.

Because they wouldn't be purebred then. However, rare breeds are sometimes brought back by introducing other breeds. I believe that is a common belief that is what happened with the cane corso. However, that is probably a lot harder to code and these are just virtual dogs. If you need new blood or a certain trait, just purchase new source dogs.
