Does a family subscription allow the transfer of dogs between the accounts with no money involved?

No, but that would be nice... they operate like any other kennel and that includes purchasing limits.

You can buy and sell dogs for $0 but you are still limited in transactions as between any other two accounts. Thus, technically you can transfer between any two accounts without exchanging money. In my experience you can "move" six dogs from one account to another, then you'd have to wait a while until that counter resets. I don't know if that helps.
