If I sell a pregnant dog will I be the breeder or the person who owns it when the puppies are born?

I believe it is the owner of the bitch at the time of welping. Can anyone confirm this?

owner at birth is the breeder, this is one of the reasons why we are not supposed to sell Pregnant girls to Basic kennels.
