What does that actually mean? I see it quite a bit in the forums. Do SOP's change as they "settle"?

Puppies no longer settle stats. This changed years ago and it was a process last lasted from birth to day 10.

These days, puppies are born with their genetic quality, or SOP (standard of perfection). It does not change.

However, there are hidden decimals within each stat (10.5 can be 10.58 or 10.59 and that's part of the breeding challenge!).
