If you are the original breeder and the kennel has been dormant for a length of time - I'd have to check that to be sure.

Go to your "My Account" (top left dark box under your account name).

Scroll way down to the bottom of the page and under "Miscellaneous" you will see "reclaim dogs".

This will give you a list of all the dogs elligible to be reclaimed.

No, if you did not breed it you will not be able to claim it.

If there is a dog you would like to get you can try contacting the breeder and ask if they would reclaim it and sell it to you. This of course depends on the original breeder still being active.
