With these color genetics in Toy Manchester Terriers where the blue gene is gone, how would one breed to get blues?

Color A D
Black AA DD
Black AA Dd
Black AAt DD
Black AAt Dd
Black and Tan AtAt DD
Black and Tan AtAt Dd
Blue AA dd
Blue AAt dd
Blue and Tan AtAt dd

So blue here is going to be recessive on the d allele, but it looks like any combo of the a allele will be fine. There is not a good way of discovering if a dog is a carrier of the recessive gene, however inbreeding will increase the chances of that recessive popping. Once you get a blue you can be certain they carrier that recessive and start adding genetic diversity back.

The key for Blue is the recessive little d. The way you will want to breed for it is this:
Find a blue dog (or two- starters if needed) Doesn’t matter what variation you can create any as long as you keep that recessive d as everything else is available (We have blacks they must carry A and D and we have black and tans must carry a At and D.)

Breed your blue dogs to a black or black n tan dog. These puppies HAVE to be a carrier of recessive d as it’s the only thing that the blue parent can pass down. So all pups will be recessive d carriers.

Once those pups are of age, breed two (or more) separate pairs together. Keep at least the two highest blue dogs produced- do NOT keep any of the other pups there’s zero guarantee that they are recessive d carriers could be DD and you risk loosing the gene.

Take those two+ blue dogs and breed to a black or black and tan. Since one of the parents are blue, all pups WILL be recessive d carriers. Pick a few pairs from those litters to breed. Only keep the blue dogs at least two nine of the rest no guarantee they are blue carriers unless they are presenting blue.

Rinse and repeat till you get up to current sop I’ve done this with many recessive lost colors in past.
