No they don't.

Yep - they only count towards your limit when you're a Basic happy :)

The help section does say that retired dogs count towards your limit on a basic, but I have a retiree on my basic right now and I don't believe he's counting towards my limit lol. We'll see though, maybe I'm just missing something here. o.o
